WASHINGTON – Before the Oversight Board controlling Puerto Rico's public finances rejected the long-term fiscal plan submitted by Governor Alejandro García Padilla, Secretary of Treasury Jacob Lew warned the Board's members that the document failed to specify how the Island's government would fulfill the payment of the debt.
