Osvaldo Carlo Linares , president of the Independent Procurement Office (3PPO) of the Authority for Public-Private Partnerships (AAPP), testified this Tuesday at a congressional hearing that the three finalist companies in the power generation process had staff who lobbied in favor of the awarding of contracts, including Alfredo Escalera, founder of the firm Globalize, on behalf of Power Expectations, and former Secretary of Public Affairs Anthony Maceira, representing Gothams.
