July 25 is celebrated by some as Puerto Rico’s “Constitution Day,” marking the 1952 establishment of the Estado Libre Asociado (Commonwealth). But behind the parades and patriotic speeches lies a carefully constructed silence. The creation of the Commonwealth did not mark the beginning of Puerto Rican self-government. Rather, it institutionalized colonial control. This process was not democratic. It was engineered through political exclusion and legal suppression.
